need some help transferring files

friends I have an vps with 5mbps port speed (shared). I have no complaint about it as its not a file sharing site.

The problem arises with moving my files to back that up. Earlier when the size of my backup was small it was not a big issue at all but now its grown big.

I have to move 1.1gb rar folder. I tried wget where I got a transfer/download speed of around 600 - 900 kbps. On a regular occasion I might have taken that but for the past few weeks I am having poor connectivity with my ISP. Connection breaks off every 15 - 20 mins and each time I try to set download it stops because of this. I have gone fed up of this.

I need some solution where I could set the download to happen even if I am not connected.

I don't want auto backing up daily - using rsync but I want to download the file once that's it. And I might set download to a new backup file once a few weeks.

if this could be done via rsync also, please let me know the code so that I could set the server to download the file.

For records:
Both vps are on Openvz and Centos5+
