Recovery procedures for HTTP, POP3 and DNS

My first RedHat/CPanel/WHM box from FastServers.Net is already up and running. But I don't have enough knowledge of RedHat to write "recovery instructions" for their tech support.

They offer a Quick Response Recovery service -- I pay $5/mo/port for monitoring of services such as POP3, FTP etc, and when one of these services goes down, their support staff performs "corrective actions", defined by me. To use this service, I should send them instructions on how do I need each service to be restored.

Here's their example of the recovery procedure for FTP:
1: If FTP fails please issue a command to restart it and test it with the following user name and password.
2: If FTP does not start by issuing the command in Step 1, please do a killall -9, and then start it manually.
3: If FTP does not start after that please reboot the server.
4: If FTP does not start after the reboot please call 555-555-5555 or e-mail me@domain.com.

Could you please suggest the steps that should be performed to restore HTTP, POP3 and DNS services under Redhat if they go down? Thanks!
