Multiple ThrottlePolicys

Hello,

i have installed mod_throttle fine, but i am stuck on the following

I have a policy set for SPEED but i also want one for concurrent users.

As far as i can tell it limits the speed but will only give access to a download to one person at a time.

Is this true? and how do you solve this as all i get know is a warning message about an operator or resource limitation

It doesnt seem to accept 2 thorttlepolicys within the same virtuahost

Any help appreciated
