Does anyone know...

I'm looking for a program and I'm not sure what is the best for this situation. I am in search of a program that allows me to setup "shortcuts" to programs like Word, Excel, etc. and also possibly "lockdown" the users desktop so they can only use those shortcuts I specify. I know that the Novell Client has this (Novell Application Launcher or NAL) but I have a client that is running a Windows NT environment and that won't work.

Basically, this client has employees that he doesn't want doing anything with their computers except for using the programs he specifies. I know I can lockdown the PC's by using tools such as Policy Editor or the like but I need another program that has the application launcher features.

Does anyone know of some good quality programs for this? The budget is somewhat small for this client to spend on this but I am open to any suggestions.

Also, I'm not sure if I'm posting this in the right forum. If not, please accept my apologies and also mods, please move the thread to the correct forum. I just felt that this is a "technical" issue/question and warranted being posted here.
