user block quota exceed, HUH?

i was in /usr/storage (as root)
and i had a 75mb .tar.gz in there
soi did

tar xzvf filename.tar.gz

to see what was in it, because i forgot

while it was untarring, on my screen it said

ide0(3,3): warning, user block quota exceeded.

and im like what the hell?
so i do edquota -u root
no quotas

i do quota

none for the username root

i do edquota -g root
no quotas

so wtf?
does anyone know ?
the $PWD iw as in (The dir i was in) was owned by root...)
