Need good php news script

Before I go to hotscripts.com and search thru the thousand php news scripts, I thought I'd just post the question here first.

I'm looking for a php news script that allows users to post comments, allows anyone to submit news (but must be approved), and allows configuration of the news output (like templates).

Anyone know of such a script that can do all of this?
