TCP/IP Rip? what is it

Rare I have problems with my DSL but when I do, its a problem lemme tell you. First off (no flaming) my brother wanted DSL on his system and he uses Windows Me. I get the same problem here that I did on my win2k system but upgrading Enternet software fixed that problem. WinME just retains the same problem no matter what software I use. It refuses to pick up the DNS entries even if their forced in or manually put in. So i bring up my network properties and remove all adapters and protocals and leave nothing in there but what makes the DSL works and still nothing. I bring up msconfig, disable all startup programs and it works. It seems that it conflicts with AOL's adapters. Now why it does it on WinMe i have no clue. Anyway, someone suggested doing a TCP/IP rip. What exactly is this?

I know im getting bad IP configurations even with everything manually configured but, only the AOL adapter has some sort of effect, so its disabled at the moment.
