load balancing - network gurus?

Suppose you have a number of T1 lines, half going to one city and half going to the other. What are your favorite hardware/software solutions to assure that all the T1s are roughly equally equalized at any given moment?

I've been told that the only way to do it is choose which class A networks will be routed to which line and tweak it as you go. Gotta be a better way.
