Service starting problem

I had a company do some programming for me of a site. It uses a java applet done from a previous freelance programmer.

I paid money in both cases.

Question:
using an ordinary java applet or one maybe that would need a bit of tweaking ...why would there need to be a " service " button as part of the "admin " buttons ??

This is a bit annoying as it seems now the application is down a fair bit of time .....it is a game..... www.bishopsthegame.com
