secondary DNS server

I will be getting a CPanel server soon and I am thinking about adding a cheap VPS/dedicated server setup without CPanel, to act as 'slave' DNS as this has been suggested by many people.

i was wondering about the following though:

Suppose my primary and secondary DNS run on my Cpanel server and the server is down.
Does it then matter that DNS is down? Even if I had secondary DNS on another server, my sites on the CPanel server would be unreachable anyway.

Is it possible that other side effects occur when both primary and secondary DNS are down?
Can it result in temporary routing problems even after the CPanel (DNS) server is backup again?
