Spammed !!!!. What Now ?

Configuration :- RedHat 7.2, Cpanel,WHM
My server has been compromised, A F*****g user signed up and immediately after signing up he send thousnads of mails from my server.
Now. Although his account has been blocked, but looks like his job is done. What i need to know now is , whether is there any way in which i can restrict a user from sending an 'X' amount of mails per hour ? and if so , how do i go about doing ?
And what if my sever Ip's are blocked for mail delivery by other servers is there any recourse for this thing ?
