Linking a netblock to a region/country

I'm looking for a list of regions/countries and the netblock address allocated to them. I know I saw one at some point, but google can't seem to help me.

I need a list, I already know how to to an IP lookup etc...

Basically, I need to grab a bunch of netblocks and pre-populate an IP blacklist I'm making.

I really want to wipe out malaysia/pacific rim (except japan, new zealand and australia) and russia.
