concurrent FTP connections ?

Hello,

how does one reduce the number of concurrent ftp users on one server, The default on a cpanel server is 3 connections, what if i want to change it, so that it reflects for all the clinets in one go ?

I know it can be changed from /etc/proftpd.conf but that will be a tedious job for a server having hundreds of clients.

any one ?
