FTP doesn't work after publishing site with FP

I don't know if this is a pure frontpage issue or if WHM/CPanel is causing it to happen.

A client has been experiencing that after he publish his site (he uses frontpage 2002) the ftp accounts will not function. The only resolution he has found so far is to delete them & recreate them.

Some details:
He can see that the FTP directories are created in the public_HTML directory

When he opens the web hisdomain.com in FrontPage, he can see all the FTP account directories

When he opens his local web these directories are (obviously) not there, but he cannot back publish from hisdomain.com to his local server

...the error reported is 'cannot publish because of duplicate names'. This message is received even when publishing to a new (local) web.

He has tested on anotherdomain.com account (cause hisdomain.com is live) and have had consistent results. After
republish, the directory is there, cPanel tells him the account
exists...changing the password does not help, only deletion & recreation of the account.

If he has 2 accounts pointing to the same directory and he Publish...neither works. If he then delete & recreate one of them...they both work.

Does anybody know what is causing this and how it could be fixed?
