httpd dead but subsys locked

I was configuring my server and all of a sudden.. Apache stopped... when I tried to restart it , it gave me that message

httpd dead but subsys locked



I reboot the server and tried again but nothing... just the same.

Last thing I did before that happened , I initialized the Squid ...
