user name does not change in Cpanel ?

Hello every one,

A reseller of mine has a client, and he needs to change the user name of the client. But, he gets an error,

"Attemping to change royediwn to royedwin
FIXME: This functionality is currently not implemented
Unable to change user name"

does any one know, as to why this is happening, and how do i rectify this,
