CPanel Num CPU's option, anyone remember where it's set?

Ok im sure someone else has run into this, CPanel whines about your cpu load being too high (when its at like 2.50 say) and then says in email "to change this blah blah blah, go set num cpu's to an integer more then 1 in this file".

Anyone remember where this file is? I'm having CPanel refusing to backup until load goes lower (it wont start backups if the load is 2.00 or higher, which isn't unusual for this server at all), and i cant remember where that option is, haven't got an email warning like that for a looonnngg time because it needs to stay at 2.00 or higher for 6+ hours straight before i'll get the warning.

Tried searching the CPanel.net forums without much luck CPanel Num CPU's option, anyone remember where it's set?.
