Bandwidth spikes in 95 percentile billing

Look at my MRTG graph:

It says "Last 30 days usage (Metered 95%): 2749.54 kb/sec", but most of the time, my usage does not exceed 1 Mbps. It looks like there's some spikes where the usage goes up to as high as 6 Mbps, which is causing the 95 percentile usage to be so high. Am I right?

If so, is there a way I can make my machine throttle its bandwidth (e.g. at the iptables level) so that I don't get these spikes? I'm charged if I go over 1Mbps 95 percentile.
