FTP not connecting

Hello, we have a client that cannot connect to our FTP server. Seems like everyone from San Antonio cannot connect, although no one else seems to be having problems.

When they try to connect, it just says the connection was closed by remote host. Tracerts don't show any sign of packet loss. Any ideas?
