IP Problems

I use Cpanel and of late have expreienced a problem with IP addresses.

For awhile the IP's simply where not showing up in the pool. Now after I set up a new account my clients seem to experience a random problem;

The site can be viewed sometimes,
Other times they get the apache welcome page
And other times they simply get page not foiund

I have no idea where to start with this one, I checked the Apache conf file and all looks fine. I went in as root and rebuilt the IP address pool, any help or suggestions would be appreicated.
