is it possible ? load=90 and running smoothly

Hello i have a Celeron 1,7 512MB , before today the normal load was 2 or 3 in peak hours , but today i activate MOD_DEFLATE (mod_gzip) in my apache 2.0.40

actually is a peak hour and it is my "top":

Code:

10:00pm up 2 days, 5:01, 1 user, load average: 79.45, 86.92, 91.17
281 processes: 203 sleeping, 78 running, 0 zombie, 0 stopped
CPU states: 80.3% user, 19.6% system, 0.0% nice, 0.0% idle
Mem: 509892K av, 471140K used, 38752K free, 0K shrd, 3480K buff
Swap: 1052248K av, 255708K used, 796540K free 98244K cached

the strange thing is: the web page hosted in the server ( 1 PHP intensive site with big forum) run smoothly and fast , and SSH dont lag , the server response to SSH commands is fast

i cannot explain it , generally when i run +10 load average , the web is slow and the server dont respond fast to SSH.

somebody can explain it ?

another question:

sometimes my load averages are high but the IDLE time of CPU rounds 40% or 50% , why could happen this ?

thanks and sorry for my english is it possible ? load=90 and running smoothly
