browser doesn't accept cookies when using X-cart

After developing x-cart locally we have uploaded it to our server only to encounter a wierd problem. Any time we try to add something to the shopping cart we receive the following message:

Your browser doesn't accept cookies. Cookies are required to use this site.


We have tested this from numerous computers all of which use browsers that can accept cookies and do so at a ton of different sites. What makes this error even more puzzling is that we use vbulletin on this same server and it uses cookies and vbulletin is working just fine.

Any ideas why this is happening?
