2 cpanel servers, same NS, moving account

2 cpanel accounts at different servers, different datacenters
both use the same nameservers, one of this accounts is *really* slow for the last 24 hours.

How can I mirror my sites at the other account? Is it possible to immediately redirect it to the other server?

Note: Both use *the same* ns1.domain.com ns2.domain.com, both are cpanel/whm driven accounts.
