win2000 server not allowing permission changes

Ok, first of all the explanation of this problem is goin to be kinda sketchy. I dont know a whole lot about this and I will probably get some terms and concepts mixed up... but here is my question.

My friend is running a server off of a win2000 machine. The server is in a IIS environment with PHP, mSQL, CF, and ASP.

He has set up an account for me to FTP into and I can upload fine but I cant change the permissions on any of the files. I get an "unknown command" error in my FTP client and when I log on in "my network places" in windows it says that the server is not "set up to allow for permission changes."

He said that he gave me access to everything and we should be allowed to change permissions. The thing is that if he logs in with an admin account on a remote machine he cant change permissions either. The only way we can change permissions is in the environment on the machine.

Is there some global property that needs to be changed to allow for permissions to be changed through FTP from a remote computer? Anyone know of how to fix this?
