Howto 'man quota' aka 'disk quota'

Hi there,

I've just setup the Apache Web Server under Red hat 8.0 and the Web server is now running smoothly. I've also manage to setup the PHP & MySQL onto this platform and now I'm heading into more critical part. I got a 39GB space of hard disk in a single partition (under the root partition) and I kinda like going for providing Web space services for my client like, let say, 50Mb of Web space for each client.

Now one of my friends told me that I cannot use quotas on the root "/" partition. If the webspace for these vhosts are on there own partition, then I'm pretty much ready to move on. If not, I will need to repartition my hard drive so I can create a partition that will have quotas.

I've talked with some people and they say I should look into 'man quota' in solving this problem but I just wanna be sure..

1) Are there any possibility of some sort of tools/program that able to do this on Linux - creating web space for user account?

2) By any means, can't I do this just via Apache's httpd.conf?

3) How many partition would be optimal in distributing 50Mb of Web space from 39Gb of hard Disk?

4) Do anyone have any article or link that could help me in setting up a Web space? This will do a great deal of help for me...

5) To setup a virtual host we need more than one IP... is this absolutely true?

Can anyone help me???
