WHM/CPanel account copy problem?

I am in the process of copying my domains from my old server to a new one, and hit what seems like a snag.

With my first WHM/CPanel server, I would create a new account, and then assign it to a fixed IP address that I had available. When that completed, I could type in that IP address into my browser and the browser would display a directory of the files that were just installed in that area the IP address now points to. I could then FTP a "Hello, World!" html file there that would tell me when the DNS pointers had propagated to point my domain name to the new server. Or if it was an already live domain, I could FTP all the files over to the new server and let the migration happen when it happened.

So now I have a new server that is also a WHM/CPanel system and can try out the "Copy an account from another server" utility. So I did that with two of my active domains. Now, however, when I type in the IP addresses into my browser, I just get a 404 error. I also cannot FTP to the IP address.

So I'm quite apprehensive about changing the DNS pointers in my domain name record and then have my domain name pointing to cyber limboland. I am trying to minimize downtime, of course.

Is this normal? I can't say I'm all that keen about the Copy Account function if it blocks access to the newly created domain area. If this is normal, while it may be a good thing in some instances, it blocks me from doing some preliminary file modifications while waiting for the domain name DNS info to do it's thing.
