What does this URL mean?

I'm watching someone right now who is accessing product on my site. The URL is:

https://*****.com/cgiproxy/nph-proxy...elagoon_OE.htm

I have ***'d out the actual domain name for this thread.

I'm having trouble understanding the URL. Can anyone shed light?
