streaming audio (list of songs)

I have a client who wants to have streaming audio on his website.
It will be a list of songs users can click on.

But he also wants to have a playlist.

What would be the best solution in this case?

http streaming and a playlist don't seem to go well together, maybe I can do that with PHP?

mp3 streaming is an option, I've looked at shoutcast and icecast, but it seems a bit 'overkill' for what I need.
