How do I change time zone at the server side ?

Hi.

My server is based on EST time but I'm from the middle east so time here is +7 after this EST.

Is there a script/code/steps where I can change time manually to +7 of my zone ? something like htaccess ?

This is important since I'm using phpnuke where all forums and chat based on errored time (EST) ...
