RH8 and Binding Multiple IPs with Same port

I have a bunch of server's running RH8 with about 12 IP's bound to each, I can assign differant IPs for differant programs, but if one of the IP's is already assigned a port, ex. 12203 no other IP on the machine will work with that port, it says its already being used.

Anyone have any solutions?
I run gaming servers, and my techs say its either a bug in the RH8 or in the linux ded. game servers.
