Would you suspend such a user? Is it spamming?

I noted in the mail queue a user sending mails to alphabetized mailing list like

crashno@domain.com
crashp1@domain.com
cprobyn@domain.com
cracked2@domain.com
.
.

usually only about 25 at a time, but what is confusing me here is this:

129P Received: from theuser (on local server) by hostname.domain.com (my server) with local (Exim 3.36 #1) id 195JOV-0004V1-00; Mon, 14 Apr 2003 22:54:11 -0700 018T To: someexternal@mail.com 076F From: "someproductl@anotherexternaldomain.com"

I'm not sure how to interpret these things. A person told me that there we reason to suspect this user is trying to SPAM the server. Can you confirm that? If so I guess I have to suspend him.
