Irc + Reverse Dns + Cpanel

OK few questions here I do know some isp provide Reverse but general speaking how do you create reverse in CPANEL if you get the IP authority or ISP transfer you the control.

#2 If we run BitchX or Ircii... The Irc server looks for identity Does cpanel support it by default or do we ve to manually do anything
