How Accurate is the CPANEL Server Load?

I ask this because when the server load is "5", my site is slow.
It's currently running at .034 and my site is fast.

When my site at 5 I e-mailed my reseller and he showed me a terminal screen which appeared all was normal.

So, is CPANEL Server Load accurate?
