httpd-2.0.40-21 and php 4.2.2 big files upload problem

this is a redhat 9.0 running httpd-2.0.40-21 and php 4.2.2. I have changed upload_max_filesize, max_execution_time but file uploads can't go over 1mb. Anyone know what is going on?
