apache .htaccess question (WHM/cPanel)

two accounts (A & B) in the same server. account A, has a blog-type tool. i would like to let account A be able to access/write/exec in a certain dir of account B. is this possible? if so, what do i need to put in .htaccess file?
i know it has something to do w/ allowing account A's owner/group...
