DNS issue - why is this happening?

I have this client who are waiting for the dns to propagate for his new private nameservers. But I wonder if something else might be wrong. The nameservers are properly resolving on both the master server and the slave servers locally. I am getting the time out error while querying for A records for the domain.

This is what is confusing me as I don't remember having experienced it before. When doing a search at dnsreport.com only the two first categories parent (passes) and NS (fails) are returned, and it stops with the NS category. Nothing more is returned. This is what is returned for the NS category:

NS FAIL NS A timeout occurred getting the NS records from your nameservers! None of your nameservers responded fast enough. They are probably down or unreachable. I can't continue since your nameservers aren't responding.

Is this because it hasn't propagated fully yet or could there be a problem at the server? We had a problem with the IPs that his nameservers uses as they initially weren't installed correctly, but after reinstalling them we can log in without any problem to his WHM and cPanel. The account were created on the server two days ago.
