RED HAT LINUX (Networking)

I have a leased line with our internet access provider.

they provide me with 24 ip addresses via DHCP
so i have to provide them MAC addresses for the linux server

all has been working fine for around a year untill i was forced to replace the motherboard.

the problem i get now is

the server gets the dhcp address from the provider which is given a lease time of 24hours. (static ip address)

for about a year i had no problems untill now when the dhcp lease time is reached it cant seem to release the address in which means the server cant been seen on the internet

untill i reboot the modem and use /etc/rc.d/init.d/network restart

i beleive the problem is with the server and that it cant release the old address to accept the new info from the provider.

does anyone know how i can fix this
and also how i can find out the dhcp lease info from telnet
