Umm lan server limiting upload to 14Kbps (RH9)

I have rh 9 server running proftpd and other lan machines can only upload at 20Kb/sec all of a sudden i had normal speed of 12000Kb/sec but its dropped to slow 20Kb/sec something to do with proftpd?
