Bizarre phpBB Caching Issue?

Okay, I'm hoping someone can help me, since I'm on the verge of going crazy.

We recently installed phpBB2 forums. They work fine. Except some people (myself included) seem to get cached versions that are served up time and time again. (Even after repeatedly hitting refresh, I can't even see the new forums I created -- loading it up in IE 6 shows it just fine.)

I'm running Mozilla Firebird, and at first figured it was just some bizarre quirk/bug. But then someone using IE complained to me of the same problem.

I'm not sure about his setup, but I'm not using a proxy/cache (and shouldn't the forums, since they're in PHP, have explicit directions in the HTTP headers to NOT cache them at all). And even if they were cached, shouldn't hitting refresh cause them to be reloaded?

I'm guessing it's a server-side configuration thing (we _did_ import tables from an older install of phpBB... do you think we're getting old sessions or something?), but I'm not quite sure how we could screw it up so badly, especially since there was virtually no configuration needed.
