Programmatic Access to Web, DNS and Mail Server?

I need programmatic access to Web, DNS and Mail Server. In other words, I want to:

- add a domain name to the DNS server.
- attach the domain name with an existing website (ip address).
- add an email account for the virtual domain name.

And all this has to be done programmatically. It's NOT a web hosting business.

I just wanted to know, whether a web host offering "unlimited" domain names and "unlimited" mail boxes can allow me programmatic (may be restricted) access to perform the aforementioned tasks?

Linux (Apache) or Windows (IIS), anything is fine for me.

I am not asking for quotes or something. This is a simple and a general question?
