I need help . Please

Hello averyone . I have a few question :

1. My server is php , cgi , apache , redhat linux . And this is my php in fo :
Server API Apache
Virtual Directory Support disabled
Configuration File (php.ini) Path /usr/local/Zend/etc/php.ini

. as you see . Server API is apache . But i want to change it to CGI . Anybody know about it ?

2. I am using Cpanel 7 . And some of my customers are using php script that bomb email . A email send by php sccript is nobody id . SO i cant trace out which one are bombing and spam email . Anybody know how to stop them ? or how to limit a email outgoing everyday ?
i.v used this fuction in whm
Prevent the user 'nobody' from sending out mail to remote addresses (php and cgi scripts generally run as nobody if you are not using phpsuexec and suexec respectively.)
The maximum each domain can send out per hour (0 is unlimited):
but when i use it , php mail() also down .
