How many hosting accounts could this celeron handle?

How many hosting accounts could this server handle without "over-loading" the server or making anything too slow.
Accounts are just the average hosting account (i.e. php, mysql, etc.). And not everyone will be using PHP and MySQL of course.
50, 70, 100 accounts? What would be the limits to keep "average CPU load". I am told the average server's load should be between 4-8% maximum.
Please ignore any bandwidth issues here. I'm talking about the server speed itself.
