Question from the New Guy (Bandwidth monitoring etc)

Hi everyone - I am new to the forums and I have not a clue where I am suposed to post this. Spent long enough reading the forum rules let a known learning where to post what - so if this is the wrong place please move it or discard it, beat me, kill me - anything but do not not reply Question from the New Guy (Bandwidth monitoring etc).

Heres my question I hope some of you guys could answer/help me find out the information for:

I need ways in which to limit bandwidth usage while allowing full burst of the line. Whether it be Vis Hardware or Software or both. And then when they come to a point where they are forinstace 10 gig from using all there allocated bandwidth it sends them an e-mail saying so and that they should get in contact with us! - OR it sends then an e-mail saying they will be billed X amount for ever gig etc from now on.

example:

I have a 100mbps - several servers and on one of the servers only want 60gig bandwidth allowed ot be used by it but being able to have a full burst of 100mbps.
When this server reaches 50gig it will send the owner of the server an e-mail - this e-mail will have 2 options:

Stop server form using more bandwidth - if they click this - it caps the server

Allow bandwidth to carry on - this allows more bandwidth to be used. somehow it recognises this.

or if this hardware & software is not possible:

IS there hardware or software that monitors bandwidth to servers and knows the servers limit - but doe snot cap it - when it gets to its full amount ie if someone gets a server with 300 gig bw, and by 2 weeks in the month they have used 300 gig - it would allow them to have more bandwidth but bill them automatically - just liek the first one would bill them automatically if they allowed to have more bandwidth. - so it is all automated so that there is no need to monitor all bandwidth usage of servers.

On both of these need to be able to set all sorted of bandwidth sizes from 10gig - something like 10mbps etc.

Or something that clashes the both together and is just as good would also be nice Question from the New Guy (Bandwidth monitoring etc).
