Do you know if the majority of ISP DNS servers accept low TTL times like 15 minutes ?

I have a standard shared account but I use free DSN service. I do not like to use DNS server of my host because if my host has major failure and great downtime I can do nothing and with external DSN I can redirect my domain to another page explaining the problem.

I’m using TTL with the value of 15 minutes, but I would like to know if the majority of ISP respect low TTL values or cache the IP for more time , for instance , 2 hours , one day even if I set TTL as 15 minutes.

Some large sites has low TTL values

yahoo.com 30 minutes
google.com 5 minutes
