Any traffic control method at Window Server

We are not using any off-the-shelf hosting software available and tends to develop our owns. So far so good, yet the one major obsticle for us is to control the bandwidth usage at windows 2000 server.

Any body can give me some tips as of how to limit one's traffic usage (web). I know I can limit its bandwidth and resource usage, but that is not a perfect solution.

i.e. like CPANEL or any other well developed hosting software, if a user used over a set limit (say 2G), the site cannot be accessed any more unless otherwise they pay and reactivate.

how!? any clue? you will be a life saver!
