What does it mean...

I got a new domain about 4 days agon and pointed it to my host's servers the same day.

When I am trying to work on it at night (1-4am CST) it will decide to give me that screen that says "Hey it worked!.." blah blah about the apache server successfully being installed.

What is up with that? Is it the host? ISP? DNS propogation?

I have contacted the host (who seems very knowledgeable) live online and he says it is the ISP cache... we did a flush on the dns (ipconfig/dnsflush) which went ok...

He says that he can see the site while I cannot. Any ideas?

It is small potatoes to me in the scheme of things but is frustrating as &%#.. What does it mean...
