open_basedir and image galleries

There are so many poorly written image galleries out there, most of which don't play nicely with open_basedir. The user uploads seem to create all the havoc.

Can anyone recommend any Image galleries that allow user uploads but don't conflict with typical security measures such as Safemode and/or open_basedir?
