SWAP is not using!!!! HELP!

My server is crashing when there is not enough memory and i found out SWAP is not using

I have setted the SWAP to 2GB
and the server is just not using iT!!!!

it crahsed 3 times a day!!!

HELP

what should i do to get this fix?
