PHP Server Help Needed.

Ok well i am hosted on a Redhat/Linux Server which has PHP/MYSQL and is using V.4.3.2. ok well lets start from the top it uses Enism CP, ok well everything looks good but however the master value for Safe_mode is off but the local is not for some reason and i cannot find the local file to change it.... Any ideas on this one?

I have contacted the host he has no idea since the master value is set he figured server-wide would be set and has no idea where the local file is either, thanks for any help.
