ikonboard installation error

everytime i try instaling ikonboard on my server, it always returns this error

The error returned was: Cannot write to ikonboard.conf (Permission denied) at install_modules/functions.pm line 418.

Error messages from perl: Permission denied
Some information that may help:

and i have checked every single bit of the IIS config, the file attributes, but it just dont work, why? oh btw it on a NTFS drive.
